OF THE JUNE 3, 2010, PUBLIC MEETING TO DISCUSS THE RESULTS OF REPAIRS MADE TO THE REACTOR VESSEL HEAD AND THE BASIS FOR DAVIS-BESSES DECISION TO START UP On June 3, 2010, the Nuclear Regulatory Commission (NRC) held a public meeting at the Camp Perry Lodging & Conference Center in Port Clinton, Ohio. The meeting was between NRC Region III senior management and FirstEnergy Nuclear Operating Company (FENOC) representatives to discuss inspections and repairs of the reactor vessel head and technical questions regarding the basis for their decision to start up the Davis-Besse Nuclear Power Station.
The NRC began the meeting by sharing background information on the initial NRC actions upon the discovery of nozzle cracking at the Davis-Besse nuclear plant. This was followed by a discussion of the NRCs expectations about the information they would receive from FENOC at the meeting.
The licensee then provided a presentation of their site activities during recent months, including discussion of the control rod drive mechanism (CRDM) issue. During their presentation, the licensee discussed refueling outage activities and plant performance through their most recent cycle. In addition, they shared the results of the exams performed on the reactor vessel head, described the methods being used to repair the damaged CRDM nozzles, and addressed the results of their root cause analysis. They also discussed their basis for determining that the reactor vessel head could be safely returned to service, and the remaining activities that needed to be completed before starting up the plant. The NRCs questions and comments were addressed by the licensee throughout the presentation.
Following the licensees presentation, the NRC provided their closing remarks. During these remarks, the NRC discussed the next steps in their process to evaluate the information FENOC has provided to date, including the information gathered at the meeting. The NRC did not make any regulatory decisions regarding the acceptability of inspections and repairs or the suitability of startup during this meeting. However, the results of the NRCs evaluation will be documented and made publically available in ADAMS at a later date.
