PRELIMINARY NOTIFICATION - REGION III PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-III-10-009 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. Some of the information may not yet be fully verified or evaluated by the Region III staff.

FERMI 2 ALERT AND UNPLANNED SHUTDOWN FOR GREATER THAN 72 HOURS

At 4:17 a.m. EDT on June 6, 2010, the Fermi Nuclear Plant declared an Alert after high winds caused some physical damage to the auxiliary building. The plant is currently shut down. The NRC entered Monitoring Mode at 4:53 a.m. in response to the event. As part of the NRC response to the event, the NRC resident inspectors arrived at the site and monitored the licensee's actions, observed operators in the control room, walked down plant systems, and maintained constant communication with Region III and NRC Headquarters.

The plant shut down automatically, as designed, on June 6 at 2:38 a.m. after the high winds caused a partial loss of offsite power to the plant. Plant equipment functioned as designed during the shutdown.

In the evening of June 6, plant operators completed restoration of an additional offsite power source to the plant and commenced cool down of the plant. Damage assessments have been performed and the licensee has initiated plans to repair damaged structures and equipment. The licensee determined the conditions for the Alert were no longer met and terminated the Alert declaration at 2:20 a.m. on June 7, 2010. The NRC exited Monitoring Mode at 2:27 a.m.

after reviewing the licensee's damage assessment, current status of offsite power, and concluding that the plant was in a stable condition.

The plant will be shut down for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in order to repair the damaged structures and equipment.

The resident inspectors will be augmented by two region-based inspectors. The inspectors are assessing radiological controls during the event, performing walk downs to assess the damage, and reviewing repair plans. They will also observe cool down of the plant, selected maintenance activities, and plant start up.

The State of Michigan has been informed.

The information presented herein has been discussed with the licensee management, and is current as of 2:00 p.m. on June 7, 2010.
