SUMMARY

FOR REGULATORY CONFERENCE On May 11, 2010, representatives of Northern States Power Company (Xcel Energy), the licensee for Prairie Island Nuclear Generating Plant, Units 1 and 2, met with U. S. Nuclear Regulatory Commission (NRC) personnel in the Region III office located in Lisle, Illinois, to discuss the apparent violation identified in NRC Inspection Report 2010-503. The regulatory conference was held at the request of the licensee.

The purpose of the regulatory conference was to discuss the preliminary white finding regarding the failure to follow and maintain in effect emergency plans which use a standard emergency classification and action level scheme. Specifically, the licensee's emergency plan Alert emergency action levels (EALs) RA1.1 and RA1.2 specified instrument threshold values that were beyond the indicated ranges of the effluent radiation monitors.

The licensee presented a historical timeline, a summary of the causes for the apparent violation and the associated corrective actions, and new information. The focus of the licensees presentation revolved around the new information which identified another EAL that may provide adequate allowance for one of the EAL classifications (RA1.2).
