Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan and Independent Spent Fuel Storage Installation Security Program, Revision 7 In accordance with 10 CFR 50.54, "Conditions of Licenses," paragraph (p)(2), this letter provides Revision 7, dated March 31, 2010, of the Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan and Independent Spent Fuel Storage Installation Security Program. This revision incorporates changes resulting from implementing Revision 6 to Nuclear Energy Institute (NEI) 03-12, "Template for Security Plan and Training and Qualification Plan," to meet the requirements of the NRC final rule regarding security requirements. The Tennessee Valley Authority (TVA) has evaluated this change and does not consider the revision to decrease the overall effectiveness of the plan. provides a copy of the Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan and Independent Spent Fuel Storage Installation Security Program, Revision 7. Enclosure 2 provides the Table of Deviations from NEI 03-12 Text for the aforementioned plan.

SAFEGUARDS INFORMATION U.S. Nuclear Regulatory Commission Page 2 May 26, 2010 Since this letter transmits the revised plan as requested by Region II, this letter contains Safeguards Information as defined in 10 CFR 73, "Physical Protection of Plants and Materials," Section 21. Therefore, TVA requests that the Enclosures to this letter be withheld from public disclosure. The enclosed plan revision is being sent by certified mail and the signed receipt will signify that NRC has received this information.
