Name Title Agency/Organization Katie Cort Socioeconomics PNNL Steve Allen Engineer, Station 18 Tennessee Department of 615-741-2208 Transportation Call title/subject: Watts Bar Nuclear Plant Impact on Regional Road Network Purpose of call: I called to see whether any Level of Use grading (e.g., usage and capacity limitation measurements) had ever been done for any of the roads within Rhea County. In particular I was curious about Highway 68, which runs east-west from the Watts Bar site.

General Information
- Tennessees Department of Transportation has not completed any capacity limitation measurements or grading systems for the roads in Rhea County.
- He confirmed that information I was observing on average daily traffic volume (ADTV) from their site was updated accurate information.
- On Highway 68, a two-lane highway that provides access to the Watts Bar site, the current ADTV is 4217 near the site.
- Although Mr. Allen says they do not have capacity limits or level of use grades specifically assigned to Highway 68, he did say that they commonly use an ADTV cheat sheet, (rules of thumb that come from neighboring states who have done more extensive studies on rural and transitional urban/rural roads) and he says that Highway 68 is well within its capacity limits, which would be around 6500-8400 ADTV. Overall, he did not think there would be any traffic/transportation concerns with regard to construction and operation activities taking place on the Watts Bar site due to the excess capacity in the current road system.
