Follow-up Accident Dose RAI Regarding Question #8

Steve, The NRC staff has generated a follow-up RAI based on your response to accident dose RAI #

8. The staff has raised concerns about TSTF-490 as evidenced by recent amendment requests including North Anna and TMI. The concern centers around the lack of a surveillance requirement for LCO 3.4.8 in modes 2, 3, and 4 after a plant shutdown. The cited excerpt from the TSTF-490 addressed power ascension but may have over looked extended periods of operation in modes 2, 3 or 4 after a shutdown.

Below is the follow-up draft RAI. If you are ready, we can discuss during our planned meeting tomorrow at 1pm.

8.1. Provide additional information describing what methods, procedures, etc. are in place to ensure that LCO 3.4.8 will not be exceeded in all the applicable modes given that the SR is stated as only being applicable in mode one.
