Peter, The reply that I have obtained from the group that is responsible for USAR updates is as follows:

We maintain consistency with NEI 98-03, Revision 1 related to our SAR updates.

This is true of KPS USAR Revision 22 submittal. Many of the changes in Revision 22 were made to more closely align the USAR with the guidance in 98-03. We have included referral to NEI 98-03, R1 in our Fleet SAR update procedure.

I received DEK's 4/19/10 submittal, transmitting Rev. 22 of the Updated Safety Analysis Report (USAR) per the requirements of 10 CFR 50.71(e). The submittal appears to be silent as to whether Rev. 22 follows the guidance of Nuclear Energy Institute (NEI) document NEI 98-03, AGuidelines for Updating Final Safety Analysis Reports,@ Revision 1. This document has been previously approved by the Commission (Staff Requirements Memo dated September 8, 1999, which approved the staff paper SECY-99-203) to serve as guidance for licensees.

Can you clarify this issue? With your permission, I plan to enter your e-mail response into ADAMS as part of the record of my review under the above TAC number. Other than your e-mail, there is no need for a formal response. Thanks.
