Appendix 1 of the submittal indicated in Section 2.1.4.3.2, Unresolved Interim Staff Guidance

[Cracking of Class 1 Small-Bore Piping]:

Upon further review subsequent to submitting the LRA to identify inspection locations, it was determined that all piping in this inspection group is of actual diameter 2 inches and less. In accordance with the plant piping specification, only socket weld connections are used in such applications and no butt welds. Therefore, inspections of this piping for the One- Time lnspection Program will consist of VT-2 examinations during pressure testing for system leaks upon return to service from outages and destructive examination of any socket welds removed from service prior to the period of extended operation.

VT-2 examinations during system pressure testing were completed during the 2009 Refueling Outage. A recently completed review of plant drawings indicated the existence of a limited number of small-bore stainless steel butt weld connections (less than 4 inches in diameter).

These small-bore stainless steel butt welds are contrary to the requirements of the plant piping specification (referred to in the May 15, 2006 submittal). This condition is entered in the MNGP corrective action program and is being addressed.

Per NUREG-1801, Chapter XI, Program M32, a sampling of these components would have received a volumetric examination as part of the One-Time lnspection Aging Management Program. The MNGP proposes instead to update the USAR to indicate performance of augmented inservice inspection (ISI) volumetric examinations on nominal pipe size (NPS)

Document Control Desk L-MT-I 0-037 Page 2 of 2 2-inch through less than NPS 4-inch stainless steel ASME Class I small-bore piping butt welds. These small-bore stainless steel butt welds will be added to the MNGP ASME Section XI lnservice lnspection Subsections IWB, IWC, and IWD Aging Management Program.

This method was determined acceptable in the Point Beach license renewal safety evaluation NUREG-1839 (ML053420137).

Summarv of Commitments MNGP will perform augmented IS1 volumetric examinations of ASME Class I stainless steel small-bore piping butt welds with a 2-inch nominal pipe size (NPS) through less than 4-inch NPS in accordance yith the MNGP ASME Section XI lnservice lnspection anagement Program.
