Comment Resolution Read ES-401, D.2.a regarding Tier 3 OK questions. They need to focus on 1

generic plant-wide knowledge, not system specific knowledge (like Tier 2).

Minimize use of reference materials OK 2

For Modified questions, include original OK 3 bank question with DRAFT exam submittal.
