DIABLO CANYON POWER PLANT, UNIT NOS. 1 AND 2 - WITHDRAWAL OF AN AMENDMENT REQUEST (TAC NOS. ME3461 AND ME3462)
Dear Mr. Conway:
By letter dated February 24,2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100621315), you applied for a license amendment to the Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP), Facility Operating License Nos. DPR-80 and DPR-82. The proposed changes would have revised the DCPP Technical Specifications (TSs) pertaining to TS 3.8.1, "AC Sources - Operating." Specifically, the proposed changes would have revised the following surveillance requirements (SRs) in TS 3.8.1: SR 3.8.1.3, diesel generator (DG) load band; SR 3.8.1.10, DG power factor and load band; SR 3.8.1.14, DG power factor and load values; and SR 3.8.1.15, Note 1 DG load band. In addition, the proposed changes would have revised SR 3.8.1.10 and SR 3.8.1.14 to add a new note addressing the power factor limit when testing with the DG synchronized with offsite power. Subsequently, by letter dated April 23, 2010 (ADAMS Accession No. ML101170019), you withdrew the amendment request.
The purpose of this letter is to advise that the above-cited application is being treated as withdrawn. A Notice of Consideration of Issuance of the proposed amendment had not been published in the Federal Register.
