Enclosed is one copy of the Final Report for the November 18, 2009, Radiological Emergency Preparedness (REP) Partial Participation Plume Exposure Pathway Exercise for the Clinton Power Station. Under separate cover, five copies of this report are being sent to the Illinois Emergency Management Agency Disaster Assistance and Preparedness Chief for distribution to the counties of DeWitt, Macon, McLean and Piatt along with an additional copy for the State.

The State of Illinois, DeWitt, Macon, McLean and Piatt Counties, and the utility owner/operator, Exelon Nuclear, participated in this exercise. The final report was prepared by the U.S.

Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA)

Region V, Radiological Emergency Preparedness Program.

The State received a Deficiency finding under Evaluation Area 2, Protective Action Decision-Making, whereby the decision-making processes used by the Unified Area Command (UAC) in the selection of Parkland College as the sole Reception Center resulted in a portion of the public in Sub-Area 1 being directed to use evacuation routes along the same path the plume was traveling, where they could have received unnecessary radiological exposure, thus compromising health & safety. To rectify the Deficiency, the state conducted a re-demonstration drill on January 28, 2010.

A detailed discussion and corrective actions taken for the Deficiency can be found in Section 3.3.1.4 of this Final Report.

There were no Deficiencies identified for the Counties of DeWitt, Macon, McLean or Piatt.

One Area Requiring Corrective Action (ARCA) was identified during this exercise for DeWitt County. The ARCA identified for DeWitt County was issued under Evaluation Area 1, Emergency Operations Management, whereby the DeWitt County Emergency Operations Center (EOC) key personnel with leadership roles, did not consistently demonstrate effective direction and control of the overall response effort for which they were responsible. This ARCA will be re-evaluated during the next Clinton exercise scheduled for 2012.

There were no ARCAs identified during this exercise for the State of Illinois or the Counties of Macon, McLean or Piatt.

There was one Plan Issue identified during this exercise for Radiological Emergency Assessment Center (REAC). The REAC received a Plan Issue under Evaluation Area 5, Emergency Notification and Public Information, whereby residents of the Clinton 10-mile Emergency Planning Zone (EPZ) were not notified that they may need to ingest KI after such a recommendation was made for emergency workers and immobile persons. Information contained within the IPRA and RTF-PARS-2 is not consistent regarding KI information that is provided to the public.

A detailed discussion of the Plan Issue can be found in Appendix A: Improvement Plan, of this Final Report.

There were no Plan Issues identified for the Counties of DeWitt, Macon, McLean or Piatt.

Based on the results of the November 18, 2009, exercise and the successful re-demonstration during the January 28, 2010 drill, the offsite radiological emergency response plans and preparedness for the State of Illinois and affected local jurisdictions site-specific to the Clinton Power Station can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Illinois site-specific to the Clinton Power Station, granted on January 12, 1987, remains in effect.
