Draft - Request for Additional Information from Instrumentation and Control Branch RE: EPU Steve By letter to the U.S. Nuclear Regulatory Commission (NRC) dated April 7, 2009 (Agencywide Documents Access and Management System Accession No. ML091250564), FPL Energy Point Beach, LLC, submitted a request to increase each units licensed core power level from 1540 megawatts thermal (MWt) to 1800 MWt reactor core power, and revise the technical specifications to support operation at this increased core thermal power level.

The Instrumentation and Control Branch has reviewed the information provided, and determined that in order to complete its evaluation, additional information is required. We would like to discuss the questions, in draft form below, with you in a conference call.

This e-mail aims solely to prepare you and others for the proposed conference call. It does not convey a formal NRC staff position, and it does not formally request for additional information.

DRAFT EICB RAI-1: By letter date June 17, 2009 (Agencywide Documents Access and Management System Accession Number ML091690090) FPL Energy Point Beach, LLC, provided a response to Question 7. The response states The changes to the time delay relays for 4.16 kV and 480 V loss of voltage relays and the EDG [emergency diesel generator] breaker close delay relay are documented in a PBNP [Point Beach Nuclear Plant] calculation and is followed by a summary description of the calculation results. Please provide the relevant PBNP calculation including the analytical limit(s) and calculation of allowable value, nominal trip set point, total loop uncertainty, as-found tolerance and as-left tolerance for the technical specification changes to the time delay relays.

EICB RAI-2: Provide a representative sample of the calculations for the setpoint changes being done under the review of the Extended Power Uprate. Include the analytical limit(s) and calculation of allowable value, nominal trip set point, total loop uncertainty, as-found tolerance and as-left tolerances.
