Memorandum on Meeting to Discuss Courtesy Notification Protocol Gentlemen, Thank you for hosting our discussion today. We thought that the meeting was very helpful and we came away with a better understanding of the Commonwealth's goals regarding supplemental courtesy communications, In turn, we hope that your Office has a better understanding of our alarm verification procedures, as well as the fact that our monitors are very sensitive and occasionally may. detect (and alarm) as a result of naturally occurring radiation from radon and other environmental conditions. As you know, the monitors are set to alarm at low threshold sensitivities in order to signal a change of condition inside the plant and not necessarily as an indication of any unsafe condition. The idea is to give plant personnel notice of the changed condition in order to allow them an opportunity to investigate and address the issue, if any.

We understand that you would like courtesy notification of certain alarms, whether validated or not, that occur in the containment area where the work is underway. While we agreed to continue these notifications until closure of the temporary construction opening in the containment structure, we would like to revisit the process with you early next week to determine whether we can fine tune the notifications. We continue to think that notification of proven, false alarms will become burdensome for both of our teams and may result in unnecessary distractions.

The below sets forth our understanding:

1. TMI will provide timely email notification to PEMA of any general area radiation or airborne contamination alarm in the reactor building. Our goal will be to provide the email notice in a timely manner (i.e, in the order of 90 minutes or less) from the alarm and to indicate whether our investigation has verified the cause of the alarm.

2. The email will be addressed to the PEMA EOC and Rich Janati.

3. A sample of the email notice shall be in the following typical format: "A __ alarm activated at [time] at [location]. TMI has conducted an investigation of the alarm and

[has concluded that the alarm was spurious], [has concluded that the alarm was valid and appropriate actions have been taken] or [has been unable to ascertain the validity of the alarm]." The email will also state if any follow-up information is planned to be provided.

4. In the event that TMI is unable to ascertain the validity of the alarm within the first 90 minutes, but later determines that the alarm is spurious, TMI will close out the matter with an email stating: "A __ alarm was previously reported that occurred at

[time] and [location]. TMI has verified that the alarm was spurious."

We understand that the notifications described above are supplemental courtesy notifications and are not intended to replace any other notification protocol currently in place.
