TMI benchmarked 11 other steam generator projects to determine expected/potential numbers of personnel contaminations. The 11 sites polled indicated an average of 127 personnel contaminations for a steam generator replacement project. TMI set a goal of 95 PCEs based on this information. Prior to the 11/22 event,.
TMI had 30 PCEs which were all low level. The 11/22 event caused an additional 17 PCEs resulting in a total of 47 external contaminations. TMI experienced two low level contaminations in 2008 (a non-outage year).
The 11/22 event caused 145 personnel to set off portal monitors. These are high sensitivity gamma detectors which essentially act as whole body counters. The can detect very low levels of contamination including such activity as low level radon. Of the 145 personnel arming, 17 were confirmed to have external contamination.
These 17 also had low level intakes. An additional 2 individuals were initially indicated to have an intake in excess of 10 millirem.
AIl145 personnel who alarmed the portal monitors were locked out of the RCA because they could not clear the portal monitor. As of 11/24, there are only 31 people that can not clear the portal monitor and remain locked out of the RCA.
As previously reported, there were 19 individuals who indicated a internal dose (CEDE) in excess of 10 millirem. Currently, only two, after additional analyses and review, of the 19 indicate internal dose in excess of 10 millirem (10.4 millirem and 18.5 millirem) The licensee is bringing in independent experts to further review the data.
