AVAILABILITY OF FINAL LICENSE RENEWAL INTERIM STAFF GUIDANCE LR-ISG-2009-01: AGING MANAGEMENT OF SPENT FUEL POOL NEUTRON-ABSORBING MATERIALS OTHER THAN BORAFLEX

Dear Ms. Keys:

I am writing to inform you of the U.S. Nuclear Regulatory Commissions (NRC or the staff) issuance of the final license renewal interim staff guidance (LR-ISG) LR-ISG-2009-01, Aging Management of Spent Fuel Pool Neutron-Absorbing Materials other than Boraflex. This final LR-ISG revises the staffs aging management recommendations concerning spent fuel pool neutron-absorbing materials other than Boraflex, as currently described in NUREG-1801, Revision 1, Generic Aging Lessons Learned (GALL) Report, dated September 2005.

Specifically, this LR-ISG includes a program for managing the effects of aging on these spent fuel pool neutron-absorbing materials and eliminates the recommendation for further evaluation of the corresponding aging management review line items. The final LR-ISG also includes corresponding revisions to the staffs review procedures and acceptance criteria for these items, as currently stated in NUREG-1800, Revision 1, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants. The final LR-ISG is approved for staff and stakeholder use and will be incorporated into the upcoming license renewal guidance document revisions.

On December 1, 2009, the staff requested public comments on the draft LR-ISG-2009-01 in a Federal Register notice (74 FR 62829). Comments were provided by Southern Nuclear Operating Company, Inc.; Exelon Generation Company, LLC; and the Nuclear Energy Institute.

No other comments were received. The staff has evaluated these comments and, where appropriate, changes are reflected in the final LR-ISG. An appendix to the LR-ISG document contains the staffs responses to the comments.
