'CALIFORNIA Gregory B. Jaczko, Chairman c/o Annette L. Vietti-Cook, Secretary of the Commission N RC'l-xccSec'nrc.tgov U.S. Nuclear Regulatory Commission Mail Stop O-16G4 Washington, DC 20555-0001

Dear President Jaczko,

Sierra Club California (comprising 13 Sierra Club chapters and nearly 200,000 Club members) has long been concemed about the costs, benefits and risks of the state's continued reliance on aging nuclear reactors on the state's seismically active coast. The recent disclosure of the "Shoreline" fault

--1800 ft offshore of Diablo Canyon's reactors and onsite radioactive waste storage facility -

requires new seismic studies. AB 1632, and the intent of AB 42, made it clear that reliable generation, as well as the state's economy and ratepayer risk requires the state investigate both seismic and aging issues before any license renewal.

We agree with the Alliance for Nuclear Responsibility (A4NR) and San Luis Obispo County Supervisor Adam Hill, who represents the district that encompasses Diablo Canyon, that the Nuclear Regulatory Commission (NRC) should stay the license renewal process until completion of the state's required seismic studies. We further support A4NR's request for a joint NRC/USGS/state seismic review panel to expedite the review of PG&E's completed studies before any license renewal.

Thank you,

/s/

Ed Mainland & Jim Stewart, Co-chairs Sierra Club California CNRCC Energy-Climate Committee 801 K Street, Suite 2700, Sacramento, CA 95814
