On October 17, 2008, Southern Nuclear Company (SNC) submitted the Steam Generator Inspection Report describing the Steam Generator Inspection Activities completed during the fourteenth maintenance/refueling outage for Vogtle Electric Generating Plant (VEGP) Unit 1 in accordance with Technical Specification 5.6.10.As indicated in this report, in an effort to characterize the morphology of the OD degradation modes observed at the top of the tubesheet during 1 R13 and 1 R14, i.e., axial and circumferential ODSCC, 2 tubes in SG4 exhibiting eddy current signals similar to those observed were selected as tube pull candidates.

R1 1C62 presented axial ODSCC just below the top of the tubesheet.

R12 C98 presented the largest amplitude of the circumferential OD indications, similar to 17 tubes plugged for this mechanism in 1 R13.The details and results of all non-destructive and destructive examinations performed by the Westinghouse Science and Technology Division (STD) are provided in the proprietary version of Westinghouse Electric Company LLC, SG-CDME-09-4-P, "Report on the Examination of Vogtle Unit 1 Steam Generator Tubes" (Enclosure 1).Enclosure 2 contains the nonproprietary version of Westinghouse Electric Company LLC, SG-CDME-09-4-NP, "Report on the Examination of Vogtle Unit 1 Steam Generator Tubes" As Enclosure 1 contains information proprietary to Westinghouse Electric Company LLC, it is supported by an affidavit signed by Westinghouse Electric Company LLC, the owner of the information.

The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of 10 CFR 2.390 of the Commission's regulations.

Accordingly, it is respectfully requested that the information, which is proprietary to Westinghouse, be withheld k_001 U. S. Nuclear Regulatory Commission Log: Page 2 from public disclosure in accordance with 2.390 of the Commission's regulations.

This affidavit, along with Westinghouse authorization letter, LTR-CAW-10-2731,"Application for Withholding Proprietary Information from Public Disclosure," is contained in Enclosure 3.This letter contains no NRC commitments.
