TWO PUBLIC MEETINGS, THE FIRST TO DISCUSS AT-RISK FACILITY CHANGE IMPLEMENTATION MEETING THE REQUIREMENTS OF 10 CFR 70.72. THE SECOND PUBLIC MEETING TO DISCUSS THE USE OF DESIGN FEATURES IN LIEU OF ITEMS RELIED ON FOR SAFETY TO MEET THE PERFORMANCE REQUIREMENTS OF 10 CFR PART 70
Dear Ms. Schlueter:
This letter is, partially, in response to your letter dated January 22, 2010, concerning a meeting with the Nuclear Energy Institute (NEI) and industry representatives. The purpose of the meeting is to discuss an Industry Consensus Paper and hold a second public meeting on the use of design features in lieu of items relied on for safety (IROFS). The letter can be located in the U.S. Nuclear Regulatory Commissions (NRC) Agency-wide Document Access and Management System (ADAMS) under Accession Number ML100360209. A web link to ADAMS is provided below.
In addition, a separate public meeting is scheduled to discuss at-risk change implementation under 10 CFR 70.72. This meeting is in response to industry concerns that the NRC would incorporate guidance on this subject in the proposed Regulatory Guide, Guidance for Fuel Cycle Facility Change Processes, without sufficient industry input. These concerns were communicated via letter from Louisiana Energy Services LLC to NRC dated October 16, 2009. The letter is found in ADAMS through NRCs public website at http://www.nrc.gov/reading-rm/adams.html under the Accession Number ML093090657.
The meetings, which are open to the public, are scheduled for March 10, 2010, from 1:00 p.m.
to 3:30 p.m. and March 11, 2010, from 9:00 a.m. to 3:30 p.m. The meeting on March 10th will focus solely on at-risk facility change implementation, and the meeting on March 11th will focus solely on use of design features in lieu of IROFS. Both meetings will be held at the NRCs Executive Boulevard Building, 6003 Executive Boulevard, Rockville, Maryland, in room EBB-1 B13/15 and will be Category 1 meetings in which members of the public are invited to participate in the meetings by discussing regulatory issues with the NRC at designated points identified on the agendas, per the NRC policy statement, Enhancing Public Participation in NRC Meetings, published in the Federal Register: May 28, 2002 (Volume 67, Number 102, Pages 36920-36924). The meeting notices and agendas are available on the public website at http://www.nrc.gov/public-involve/public-meetings/index.cfm.
Interested stakeholders and other members of the public should contact the respective meeting coordinator by March 8, 2010, indicating their intention to attend. This will ensure that sufficient copies of meeting materials are available. The meeting coordinator for the design features meeting is Michael Raddatz who is available at (301) 492-3108. The meeting coordinator for the Part 70.72 at-risk change implementation meeting is Greg Chapman who is available at (301) 492-3106.
