USER NEED MEMORANDUM - REQUEST FOR REVIEW OF INDIVIDUAL PLANT EXAMINATION AND INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS FOR WATTS BAR NUCLEAR PLANT, UNIT 2 (TAC NO. ME3334)

Background

The purpose of the memorandum is to request the assistance of the Office of Nuclear Regulatory Research (RES) in evaluating the individual plant examination (IPE) and individual plant examination of external events (IPEEE) for Watts Bar Nuclear Plant (WBN), Unit 2. Over the years, RES has provided significant support to the Office of Nuclear Reactor Regulation (NRR), Division of Operating Reactor Licensing (DORL) in the area of IPE and IPEEE.

The general purpose of the WBN Unit 2 IPE and IPEEE is for TVA (1) to develop an appreciation of severe accident behavior, (2) to understand the most likely severe accident sequences that could occur at WBN Unit 2, (3) to gain a more quantitative understanding of the overall probabilities of core damage and fission product releases, and (4) if necessary, to reduce the overall probabilities of core damage and fission product releases by modifying, where appropriate, hardware and procedures that would help prevent or mitigate severe accidents.

Area of Needed Assistance NRR DORL requests that RES review the WBN Unit 2 IPE and IPEEE submittal to determine whether TVAs method was capable of identifying vulnerabilities. Therefore, the RES review should consider (1) the completeness of the information and (2) the reasonableness of the results given the WBN Unit 2 design. NRR DORL requests that RES provide a safety evaluation documenting its findings. This request is of high priority to effectively license WBN Unit 2. Based on our discussion with your staff, it is our projection that the completion of these tasks will be December 1, 2010.
