Dear Mr. Collins:

Enclosed is a copy of the radiological emergency preparedness final report for the Grand Gulf Nuclear Station (GGNS) Plume Pathway exercise evaluated on September 9, 2009. There was one Deficiency, no Areas Requiring Corrective Actions, and no Plan Issues identified during this exerCise.

The Deficiency was assessed against Tensas Parish under the evaluation criteria 5.a.1 Activation of the Prompt Alert and Notification System. The Emergency Alert System (EAS) radio station was not equipped with an uninterruptible power supply and would not have been able to deliver an EAS message during a loss of power at the station. Corrective action for the Deficiency was completed on December 15,2009. A site visit was completed on December 23, 2009, to confirm completion of the corrective measures (installation of a back-up power supply) and the Deficiency has been closed.

Based on the results of this exercise, the ofTsite radiological emergency response plans and preparedness, for the State of Louisiana and the affected local jurisdictions are deemed adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event ofa radiological emergency. Therefore, 44 CFR Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Louisiana site-specific to GGNS will remain in efTect.
