The review of your USAR Rev. 21.5 is ongoing. A quick glance of the description of the changes (the section called "Frontmatter") reveals that changes to Chapter 14 seem very extensive. It appears that the changes under Rev. 21.4 were made to reflect Amendment No.

190, issued on 3/8/2007, which is on accident analyses. It appears that the changes under Rev.

21.5 were made because Dominion decided to re-analyze the accidents using approved methodology.

To complete my review, I need a bit more information on these rather brief descriptions. For instance, what prompted Dominion to re-analyze the accidents? Roughly how much of the changes (judged by the change indicating side lines) are due to Amendment No. 190, and how much are due to Dominion's decision to re-analyze? Presumably, the latter type of changes were done under 10 CFR 50.59; can you reference those 10 CFR 50.59 changes by number and date?
