PRELIMINARY GREATER THAN GREEN FINDINGS - BROWNS FERRY NUCLEAR PLANT, DOCKET NOS. 50-259, 50-260, AND 50-296
Dear Mr. Swafford:
This letter confirms the conversation between Mr. Rod Krich and myself on January 29, 2010, concerning a Category 1 public meeting, being conducted at your request, which has been scheduled for February 22, 2010, at 1:00 p.m. (EST). The purpose of the meeting is to discuss three preliminary Greater Than Green findings (findings of greater than very low safety significance) associated with the Browns Ferry fire protection program. The first finding involves multiple examples of the failure to ensure that one of the redundant trains of safe shutdown equipment and cables located in the same fire area was free of fire damage in accordance with 10 CFR Part 50, Appendix R, Section III.G.2. The second finding involves multiple examples of the failure to ensure that one train of equipment and systems necessary to achieve and maintain hot shutdown conditions was free of fire damage in accordance with 10 CFR Part 50, Appendix R, Section III.G.1. The third finding involves a revision to the Browns Ferry post-fire safe shutdown instruction entry conditions, which resulted in the safe shutdown instruction not meeting the requirements of Technical Specification 5.4.1.a. These findings are documented in NRC Inspection Report 05000259/2009009, 05000260/2009009 and 05000296/2009009. The meeting notice, which provides additional details, is enclosed.
