Dear Sir:
In response to Reference 1 and Reference 2, this letter notifies the NRC of the completion of the actions required by NRC Bulletin 88-11, "Pressurizer Surge Une Thermal Stratification." The results of the actions required by the Bulletin are available for NRC inspection.
In accordance with the Bulletin, a stress and fatigue analysis which demonstrates that the pressurizer surge line meets applicable design codes for the life of the plant, considering the effects of thermal stratification and thermal striping, has been completed. Attachment I to this letter provides a description of the analytical approaches used in the analysis and a summary of the results of the analysis. This information is required by reporting requirement 3 of Reference 1.

Proprietary and non-proprietary evaluations of the Indian Point Unit 2 and Unit 3 surge lines done by Westinghouse are included as Enclosures A and B respectively. Specifically these enclosures consist of:
Enclosure A:
2 copies of WCAP-12937, "Structural Evaluation of Indian Point Unit 2 and 3 Pressurizer Surge Unes Considering the Effects of Thermal Stratification" (Proprietary).
Enclosure B:
2 copies of WCAP-12938, "Structural Evaluation of Indian Point Unit 2 and 3 Pressurizer Surge Unes Considering the Effects of Thermal Stratification" (Non-Proprietary).
Also enclosed, as Enclosure C, are a Westinghouse authorization letter, CAW-91-208, accompanying affidavit, Proprietary Information Notice, and Copyright Notice.
As Enclosure A contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b) (4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.
