Dear Mr. Varga:
As required by Amendment Number 58 to Facility Operating License DPR-2G, we have performed the program of inspections of the steam generators as agreed upon by your staff.
The program was outlined in my letters to you, dated December 2, 1980 and January 16, 1981 and by discussions with your staff.
The results of this inspection program and supplemental explorations are submitted as Attachments to this letter.
As discussed in my letter of January 16, 1981, additional examinations were conducted during this outage using a profilometer. The results are discussed on pages 9, 10 and 13 of the attachment.
This includes four tubes as a test case for a new plugging criterion, based on tube material strain.
In addition, as approved by your staff, the top sup port plate examinations of Steam Generators 22 and 23 have been ex cluded for this outage and the reasons for this change are discussed on pages 10 and 11 of the attachment.
We respectfully request that the results of the Commission's review of this submittal be available by April 1, 1981 to preclude possible delay in resumption of plant operation.
For the 1978 inspection program, we were advised by the Staff that, pursuant to 10 CFR 170.22, Commission review of the results of our

-2 steam generator inspection and issuance of the required license amendment had been classified as Class III and required a $4,000.00 filing fee.
Therefore, we have classified the 1980/1981 inspection program report as Class III and a check for the required $4,000.00 filing fee is being forwarded herewith.
This payment is being made under protest and Con Edison reserves the right to challenge the validity of the imposition of these fees and the basis for the determination of the amounts of the fees.
