Dear Mr. Grier:
This letter is in response to your October 22, 1980 letter (IAL No. 80-41), and to Enclosure 2 of your December 4, 1980 letter regarding the accumulation of water in con tainment at Indian Point Unit No. 2 in October, 1980.
In these communications you identified several issues to which we committed a response by December 22, 1980.
Attachment A to this letter addresses these issues.
Much of this information has already been orally presented to the NRC Investigation Team at various meetings including the public November 5, 1980 technical meeting in White Plains, New York.
Our own investigation of the incident is nearing completion and a comprehensive report detailing our findings and con clusions along with our plans to preclude recurrence will be provided to you in the near future.
That report will contain additional information relating to several of these issues.

The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the con siderations listed in paragraph (b) (4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public dis closure in accordance with 10 CFR Section 2.790 of the Commission's regulations. A nonproprietary version of this document, WCAP-9834, has been included in Attachment A for placement in the Public Document Room.
We believe that the numerous communications we had with your staff on and after October 20, 1980, personnel inter views and statements, and the several reports which have and will be supplied to you in connection with the incident, collectively more than satisfy reporting requirements and the procedures for reporting licensee events, and comprise the most appropriate method of supplying information on such incidents. We have reduced this information into a format to accommodate the computer code of your LER form, a copy of which is enclosed (Attachment B).
