Dear Mr. Grier:

Indian Point Unit No. 2 Technical Specification 6.9.2.c requires that a visual fuel inspection program be conducted on the two lead burnup assemblies in each region during the first, second and third refueling shutdowns. The intent of this specification is to pro vide the Commission with added verification of the safety and reli ability of pre-pressurized Zircaloy-clad nuclear fuel via a visual fuel inspection program. The results of such inspections conducted during the unit's first and second refueling shutdowns were provided to the Commission by our submittals of August 10, 1976 and August 18, 1978, respectively. Transmitted herewith, as an attachment to this letter, is a report of the visual fuel inspection conducted during the unit's recently completed third refueling shutdown.

As was the case for the first two refueling inspections, no clad flat tening or evidence of fuel cladding failure, or any other condition which could lead to unacceptable fuel performance was observed during this third inspection. Accordingly, the entire fuel inspection program required by Technical Specification 6.9.2.c has been completed.

In our opinion, the successful results of this program provide verifi cation of the safety and reliability of pre-pressurized Zircaloy-clad nuclear fuel at Indian Point Unit No. 2, as intended.
