In accordance with 10 CFR 50.71(e), Consolidated Edison Company of New York, Inc. hereby submits one signed original and twelve copies of Revision 2 to the Updated Final Safety Analysis Report (FSAR) for Indian Point Unit No. 2. As also requiired by 10 CFR 50.71(e) (2), enclosed with this letter is my certification, as a duly authorized officer of Consolidated Edison.
This submittal provides the second annual revision to the Updated FSAR submitted on July 22, 1982.
As required, this submittal brings the Updated FSAR current as of a time no more than six months prior to the date of this letter.
All changes made under the provisions of 10 CFR 50.59 are reported pursuant to 10 CFR 50.59(b).
In addition to reflecting required changes, Revision 2 incorporates an editorial effort which was undertaken to standardize the format of the updated FSAR and to correct typographical, grammatical and syntax errors, so that the material is presented in a more uniform and clear manner.

Certification for Updated Final Safety Analysis Report I, John D. O'Toole, am a Vice President of Consolidated Edison Company of New York, Inc.
Revision 2 to the Updated Final Safety Analysis Report (FSAR) for Indian Point Unit No. 2 was prepared pursuant to the requirements of 10 CFR 50.71(e) at my direction and under my supervision.
I believe the contents thereof to be true and accurate based upon my personal knowledge and upon information received from other company officials and our consultant which I believe to be true, and that said contents reasonably present changes to the subject facility made since the previous submittal, necessary to reflect information and analyses submitted to the Commission or prepared pursuant to Commission requirements, or made under the provisions of 10 CFR 50.59 but not previously submitted to the Commission.
Revision 2 to the Indian Point Unit No. 2 Updated FSAR was prepared by NUS Corporation under contract to Consolidated Edison, and, in addition, underwent a broad internal review within Consolidated Edison. Based on this good faith effort, it is believed that Revision 2 to the Updated FSAR accurately reflects changes made to the facility as of a time no more than six months prior to this date.
Any editorial or technical discrepancies discovered following submittal of this document will be corrected in the next annual revision due in 1985.

12.0 CONDUCT OF OPERATIONS
\\12.1 ORGANIZATION AND RESPONSIBILITY Operation and maintenance of the Indian Point Unit 2 facility is presently under the responsibility of the Nuclear Power Organization.
The facility management and technical support for this facility is as shown in Figure 12..
The Vice President-NuL~ear Power is responsible for the overall facil ity activities as shown in Figure 12.1-2 and is required to delegate in writing the succession to his responsibility during his absence.

12.1.1 FACILITY STAFF The General Manager-Nuclear Power Ge~eration is responsible for facil ity operations as shown in Figure 12.\\-2 and is required to delegate in j
writing the succession to this responsibility during his absence.
The facility organization is shown on Figur 12.1-2; duty shift composi tion,, control room occupancy, and other requirements for reactor opera tional and refueling personnel are in accordanc with the Technical Specifications.
A Fire Brigade is maintained on site at all times, is brigade is manned in accordance with the Technical Specifications.
12.1.2 FACILITY STAFF QUALIFICATIONS Each member of the facility staff meets or exceeds the minimum ualifi cations of ANSI N18.1-1971 for comparable positions, except for te Radiation Protection Manager who meets or exceeds the minimum quali ica tions of Regulatory Guide 1.8, September 1975.
04 The General Manager-Nuclear Power Generation meets or exceeds the minimum qualifications specified for Plant Manager in ANSI N18.1-1971.
The Shift Technical Advisor (STA) shall have a bachelor's degree or equivalent in a scientific or engineering discipline with specific training in plant design, and response and analysis of the plant for transients and accidents.
