LESSONS-LEARNED OVERSIGHT BOARD:
SUMMARY
OF THE MEETING HELD ON JANUARY 7, 2010 On January 7, 2010, a Lessons Learned Oversight Board (LLOB) meeting was held to discuss five items to determine if they met the Management Directive (MD) 6.8, Lessons-Learned Program (LLP), criteria for consideration as agency lessons-learned items.
The first item discussed was the Lessons Learned from the Turkey Point (TP) stuck control rod emergency Technical Specifications (TS) amendment. The issue concerned the a misunderstanding on the part of the TP licensing manager who believed the 10-minute duration required to obtain a Notice of Enforcement Discretion (NOED) still applied after deciding to go the route of a TS amendment. The review conducted by the Office of Nuclear Reactor Regulation identified several lessons learned. However, the LLOB determined that the lessons learned did not meet the criteria for inclusion in the LLP.
Next, the LLOB discussed a request to consider better linking of the Executive Committee on Internal Controls (ECIC) process with the LLOB reviews. The board considered the recommendation and decided that if the ECIC determines a material weakness exists, then that identified issue could be submitted to the LLOB as a review item.
The third item discussed by the LLOB was the lessons learned and planned improvements for the Agency Action Review Meeting (AARM) and supporting process. The board decided that the need for further LLOB review is redundant because the AARM engages in annual self assessments and corrective actions.
The LLOB then discussed the Budget Execution Lessons Learned. The board decided that the impacts of the budget execution process do not rise to the level for screening into the LLP because the Budget Execution Lessons Learned review is accomplished annually and any identified issues are captured for review and that improvements are applied as needed.

The fifth item the LLOB discussed was the issue regarding an NMSS staff member using the e-travel travel program who arrived at the airport and did not have a ticket. This event occurred in the initial stages of implementing the e-travel program. The board reviewed the item and found that it brought out some concerns regarding the e-travel program; however, the LLOB did not view the concerns as meeting any of the screening criteria for entrance into the LLP.
In summary, the LLOB concluded that the above five issues do not meet the threshold for consideration as agency lessons-learned items. The board also concluded that all identified findings and recommendations can be adequately addressed as assigned in the respective offices.
