LA CROSSE BOILING WATER REACTOR MASTER INSPECTION PLAN -
FISCAL YEAR 2010
Dear Mr. Berg:
In accordance with the U.S. Nuclear Regulatory Commission Inspection Manual Chapter 2561 Decommissioning Power Reactor Inspection Program, the NRC Region III staff and management have developed a Master Inspection Plan (MIP) for the La Crosse Boiling Water Reactor (LACBWR). The plan is based on your current performance and schedule of significant decommissioning activities planned for the site for fiscal year (FY) 2010, which is from October 2009 through September 2010. The plan outlines how we intend to focus our Regional inspection resources to address significant ongoing decommissioning activities.
Because the FY 2010 MIP is based, in part, on your proposed schedule of significant decommissioning activities for FY 2010, the plan and the focus of NRC inspection activities may change to reflect a change in your planned decommissioning activities or your performance. In order to ensure that the FY 2010 MIP remains current, we request that you keep the Materials Control, Independent Spent Fuel Storage Installation (ISFSI), and Decommissioning Branch staff informed of any significant changes in your proposed schedule of decommissioning activities. You will be informed of any significant changes to the LACBWR FY 2010 MIP.
We currently project the Region will conduct an inspection at LACBWR during FY 2010 to evaluate spent fuel pool safety and related routine decommissioning activities. Additional inspections will be scheduled as necessary regarding the construction of a large tank in the reactor cavity that will hold the dry fuel storage casks for off-loading the fuel. The Region will also conduct approximately three onsite inspections to evaluate the design and construction of the ISFSI pad, in addition to in-office review. Following is a list of the inspection procedures we expect to use during our inspections. The specific procedures used during each inspection will depend on the specific decommissioning activities being conducted. Additional inspection procedures may be used or inspections conducted if decommissioning activities warrant.
Security-related inspection activities will be addressed in a separate MIP.
