First, for those that may not know who I am, who might choose my standing as a citizen stakeholder, I shall once again spell out my standing. I live within the 10 mile PEAK FATALITY ZONE for the failing Indian Point Nuclear Reactors owned by nuclear industry robber baron, Entergy. To be more precise, I live within three miles of Indian Point, and my close proximity to these Nuclear Abortion Machines (women living within 25 miles of a nuclear reactor have an increased risk of giving birth to stillborn children) has caused me much personal angst, as a result of its ruination of my environment... it could be alleged that myself and millions of other citizens are suffering from on going PTSD from the real life fears and trepidations of living so close to a poorly run problem plagued site (various and assorted notable accidents, employees going postal and killing family members, leaks far to numerous to mention, and plumes hundreds of thousands of gallons in scope RAPIDLY moving towards our beloved Hudson River).
Entergy has a duty and responsibility to run a safe plant...they fail miserably in this task. The NRC has a duty to protect human health and the environment...they too fail in their task, often times choosing to grant exemptions from the rules, rather than enforcing them. A perfect example is an ongoing litany of serious problems with a serious component of Entergy Emergency Core Cooling System (ECCS) that the NRC has chosen to take a "Wait and See" approach to, thus putting the citizens at GRAVE RISK.
Specifically, Entergy's Feedwater Pumps, Auxiliary Feedwater Pumps, and portions of the Feedwater System are failing, and have contributed to several SHUT DOWNS so far this year. As proof of their equipment no longer meeting the SAFETY REQUIREMENTS as outlined in various NUREG DOCUMENTS, and the 10 CFR Rules and Regulations, it is point out that earlier this year, the Feed Water Pumps have lead to four SHUT DOWNS of the reactors.
May 15th, 1:53 AM-May 15, 1:53 a.m.: Operators manually shut down the reactor when a mechanical arm broke, preventing a relief valve from opening and causing water levels to rise in the steam generator. Workers traced the problem to a missing lock washer. The reactor returned to service May 16 at 4:41 a.m This human error caused outage show's Entergy is failing in PROPERLY TRAINING STAFF, and further shows that Indian Point is a POORLY RUN REACTOR SITE that is failing to follow basis rules and practices in their AGING MANAGEMENT PROGRAMS, shows their maintenance programs to be inadequate in protecting human health and the environment.
May 28th 6:40 AM: Operators were investigating a suspicious Vibration in the pump when the reactor automatically tripped due to an increase in water levels. It returned to service May 30 at 4:37 a.m. Nothing in their reports indicated they had FOUND THE CAUSE OF THE VIBRATION in said Feed Water pump, but they were allowed (wrongfully) to restart.
May 31: 11:20 PM Operators manually shut down the reactor to make repairs to the pump system. Newly discovered problems include cracks in a pump shaft and dirty oil in a pump's control oil system. Less than two days later, Entergy employees had to SHUT DOWN THE REACTOR to make EMERGENCY REPAIRS to this SAME PUMP because they had FAILED to PROPERLY IDENTIFY AND REPAIR problems in said pump when it began a series of dangerous screeching bucking vibrations just three days earlier. The vibrations are reported to have been SO BAD that a full inspection of ALL STEAM PIPES is in order by qualified NRC STAFF.
Instead of taking immediate action to protect human health and the environment, the NRC's onsite inspectors took steps to PROTECT ENTERGY PROFITS by effectively doing NOTHING, telling the press that "the Nuclear Regulatory Commission have been on site monitoring the situation. Though these malfunctions have not been dangerous, NRC officials say there is cause for concern." What the NRC failed to tell the public, failed to tell news reporters, is that three of the five worst nuclear accidents in America involved the malfunction of Feed Water Pumps and/or their valves.

NRC went on to say, "If the operators have to constantly deal with problems or shut down the plant to deal with problems, that obviously could have an impact on nuclear safety," said Neil Sheehan, spokesman for the NRC. "We want to make sure they're getting to the bottom of this."
Funny how Neil Sheehan in May says these issues COULD HAVE AN IMPACT ON NUCLEAR SAFETY, but in trying to justify Entergy's most recent formal request for a License Amendment he speaks out of the other side of his orifice, and claims no such risks exist. Meanwhile, to put the failing Feed Water Pumps at Indian Point in proper perspective, it needs to be pointed out, that Indian Point 2 was shut down on April 3 for repairs when SIMILIAR vibrations occurred according to sources who choose not to be identified out of fear for their jobs.
Now we FAST FORWARD to now...the Feed Water Pumps at Indian Point are beginning to fail at a much more rapid pace, the vibrations getting worse, putting strain on aged steam fits, and already overtaxed weld joints, greatly increasing the risk of both leaks, and PIPE BURST, not to mention the potential should the pumps fully fail of a Turbine blade incident that could lead to a much greater accident that would result in off site release of radioactive contaminants.
Simply stated, there is ADEQUATE INFORMATION both in the press, and the NRC files to show Entergy's aging management program as relates to their Feed Water pumps and system has failed miserably. Further, there is more than adequate proof that these Feed Water Pumps are on the brink of catastrophic failure that could lead to severe compromise of the reactor Emergency Systems. A agency intent at protecting human health and the environment would order an immediate shut down and inspection of both reactors entire Feed Water and steam pipe systems. A GOOD NEIGHBOR and RESPONSIBLE CORPORATE CITIZEN IN THE NUCLEAR INDUSTRY would have voluntarily have shut down the reactors, and taken the responsible step to protect human health and the environment of REPLACING THESE FAILING FEED WATER PUMPS that have out lived their scheduled life spans, have been pushed beyond their limits of adequate production and function as a result of wrongfully granted UPRATES that have put more strain on the equipment in question than it can handle.
It has now come out in the public arena that at least one Feed Water Pump's vibrations have gotten SO BAD that Entergy is seeking what amounts to an EMERGENCY LICENSE AMENDMENT to attempt a highly risky, dangerous and perhaps doom to failure ONLINE REPAIR, rather than accruing more additional DOWN TIME to do what is in the best interest of PUBLIC SAFETY.
These water pumps are no longer operating in a reliable and safe manner, their functionality in grave doubt, which in turn puts Indian Points ability to maintain safe operating and shut down capability in question, which in turn has placed my public safety in danger. Further, the vibrations from these faltering/failing pumps is putting unacceptable strain on the seams and joints of already OLD steam pipes and welds, presenting an unacceptable risk of additional leaks, and potential pipe bursts. Further more, the de gradated condition of these pups is creating a risk of SCRAM, Turbine Blade Rupture, and in a worse case DBA, a full core melt down.
For these reasons, and to protect human health and the environment, I am asking the NRC through enforcement action, and through their ability to issue order meant to protect human health and the environment to take the following enforcement actions:
- 1. Immediately order COLD SHUT DOWN of both IP2 and IP3.
- 2. Upon completion of safe COLD SHUT DOWN of both IP2 and IP3, order NRC inspectors to conduct a full safe and equipment reliability inspection for all Feed Water Pumps and other systems that rely directly or indirectly on their safe and reliable operation.
- 3. Conduct a full and complete inspection of ALL STEAM PIPES directly and/or indirectly attached to or fed by the Feed Water Pumps for leaks or bulges that may have been caused as a result of the unsafe vibrations of said Feed Water Pumps.
- 4. Maintain full and complete cold shut down of IP2 and IP3 until such time as any and all violations found as a result of these emergency inspections.
- 5. Fine Entergy no less than $120,000 per day from May 28th through till COLD SHUT DOWN IS ORDERED for operating outside the safety guidelines established under 10 CFR rules and regulations in continue to keep in operation a Feed Water pump that fails to meet minimum safe operations standards for the equipment in question, thus risking problems that could make David Besse and TMI pale in comparison.
- 6. Because such equipment aging management systems in place have been shown inadequate through this only going serious of failures, order a complete AGENCY WIDE REVIEW of all current and/or proposed aging management programs for Indian Point 1,2 and 3.
- 7. Because these dangers to our health and safety have been created through the negligence and greed of Entergy, order the company to secure and purchase energy from other sources to meet their obligations to its consumer base both wholesale and retail during the period of COLD SHUT DOWN, with cost of that action to be born by them.
