SUBJECT:

SUMMARY

OF DECEMBER 16, 2009, MEETING WITH TENNESSEE VALLEY AUTHORITY (TVA) REGARDING WATTS BAR NUCLEAR PLANT, UNIT 2, SECURITY PLAN SUBMITTAL On December 16, 2009, a meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of TVA at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the scope and timing of the Watts Bar Unit 2 security plan submittal, including the impact of the security rule changes. The meeting was closed to the public because Safeguards and Security Related Information was discussed.

The licensee presented information (ADAMS Accession No. ML093560250) that provided an overview of the Watts Bar Nuclear Power Plant, Unit 2, security plan, information related to implementation of the new security rule, and information related to submittal schedules. The staff expressed its concern that the current security plan does not clearly identify that Unit 2 is under construction. TVA responded that the status of the plants has no bearing on the security plan because the security plan is implemented consistently for both units without regard to unit status. The staff stated that an acceptable approach would be to reference in the security plan the current status of Unit 2, describe how the security plan is being implemented at Unit 2 and reference any sub-tier procedures, when completed, make a change to Title 10, Code of Federal Regulations (10 CFR), Section 50.54(p), to remove the references to a unit under construction. The staff also agreed that changes to 10 CFR Part 73 would be implemented on the same schedule at both Units.
