EnclosedJis an Application for Department of theArmy Permit, a vicinity map (Figure 1), profiles. and plan views (Figures 2-5) of the, unloading.and loading.ramp:(boat ramp) to be installed at SON in Hamilton County, Tennessee, and the Chickamauga Operating Guide (Figure 6). This letter coversý two separate:
projects in the same location.
The first project is for the, loading of the::spare Turbine Low Pressure (LP),rotors. This project activity will occur between February 8, 2010 and March .1,201'0 and consist of constructing~a .loading ramp (boat ramp) on the north bank~of the existing barge slip at SQN. The project calls.for a barge. to be pulled.tight against the bank and held with:two bulldozers. Theproject will require less. than .50 cubic feet 6f Class 1.

This small amount of rock is put down .to lay steel plates:.or wooden mats down so the.LP; rotors can be loaded onto the barge by driving direct!y over the steel plates or wooden mats. Please note that no. riprap will be:placed below the normal high water level of elevation 682 feet.
The second project isfor the unloading of the Unit,2 steam generators. This activity consists of constructing an off loading ramp (boat ramp) by excavating a portion of-the north bank of the existing barge slipat SQN. Approximately 5ý0 cubic:yards of structural fill material (Class'`A" aggregate) willbe placed: below the normal high water level of elevation 682 feet., The total open water to be affected by structural. fill material (ie.j, footprint below normal high water (NHW) level) is less than: 1.0 acre.
Construction activities involved in the excavation at any given time Will be less than 1.0 acre. Any excavated material wil be disposed of on site at SQN. 'The off loading ramp, (boat ramp):work Will be done between March 1, 2010 and May 1,,:2010.during normalalow level (winter pool) elevation of.677 feet to:679 feet. Appropriate Best Management Practices (BMPs) will be~employed throughout the duration of this project and no significant~advers env*ironmehtal impactsý are anticipated. The current plan is to leave'this boat ramp in place for'future project Work at SQN.

- 36. Boat Ramps The permit effective date is August 17, 2009 and expiration date is August 16, 2014. This 401 certification from TDEC will cover the proposed loading and unloading (boat ramp) projects at SQN.
TVA anticipates that the construction work for the first project (loading of the spare LP rotors) will begin between February 8, 20.10 and March 1, 2010. TVA anticipates that the construction work for the second project (unloading of the Unit 2 steam generators) will begin between March 1, 2010 and May 1, 2010.

TVA proposes to excavate a portion of the bank north of the existing barge slip at an angle adequate to accommodate the loading of (1) spare LP rotors and the unloading of (2) Unit 2 replacement steam generators. During the proposed excavation timeframe (March 2010) the water level is expected to be between elevation 677 feet and 679 feet. Excavation will start at the shoreline at elevation 682 feet (3 to 5 ft. above the water level at that time) and work backwards up to the existing grade at a slope of no more than 5%. This slope is the maximum allowable to provide adequate transportation of the (1) spare LP rotors and (2) Unit 2 replacement steam generators from the barges. Structural fill material (Class "A" Aggregate) will be layered and compacted at a necessary thickness to ensure proper bearing required for loading and unloading. Structural fill material will be located over the entire length of the offloading ramp. Wooden mats or metal plates will be placed at the bottom of the unloading ramp at the point where connecting ramps will require a load spreading support prior to steam generator offload. Construction will be performed when water level is at elevation - 677 feet to
-679 feet; therefore there will be no dredging or altering of the shoreline under the water. The expected water level during the peak time (summer pool) is expected to be.- 682 feet elevation and some of the prepped area will be submerged at that time.
Note: At the construction timeframe all work will be above normal low water elevation 677 feet. Approximately 50 cubic yards of structural fill material (Class A) will be placed below the normal high water level (NHW) elevation 682 feet during the construction of the boat ramp. The total open water.to be affected by structural fill below the NHW level of 682 feet will be less than 1.0 acre. Construction activities involved in final stabilization and placement of structural fill at any given time will be less than 1.0 acre. Proposed start date for the construction work is February 8. 2010 with an end date of May 1, 2010. Actual loading of the LP rotors will be in late March or early April 2010 and the unloading of the replacement steam generators will be in October or November 2010.

Dear Mr. Gatlin:
Pursuant to §401 of The Clean J'VarwrAct (33 U.S.C. §13 41 ), tic state of Tennessee is required to certify whether the activities authorized by the proposed nationwide general pennits (NWPs), wviil violateapplicable water quality standards. Accordingly, the Division. requires reasonable assurance that activities conducted under the NWPs will not Violate provisions or Thc' "himessec Watr Qua/litv Cmm' Act o./'1977 (T.C.A. § 69 101 ct seq.) or of'§§ 301.302, 303., 306 or 307 of 1w7Clcan The proposed NWPs were published in the Fedcral Register Vol. 72, No. 47 Monday, March 12, 2007, partl:l. On March 4, 2007, the state denied water quality certification for the nationwide general pcrmnits in wvaters of the U. S. within the state of Tennessee.
The Tennessee. Water Quality Act requires pennits for activities also regulate(i by § 404 and authorized by the proposed NWPs. T'hc stale has general permits pursuant to that act.
which authorize activities that generally correspond with the activities authorized by the NWPs. Most of the state's gencral permits require written notification to tile division along with written authorization. Where notification to the division is int requircd, the activity may commence without writtcn authorization.
In order to allow persons covered by the State's general permits to proceed without individual certi fication in cetlain cases, the division has determined to issue ceatification tbr specific NWPs.

Wc understand that subsequcnt to your reccipt of this certi tication, persons wholquali tl' tbr thO subject N WPs uwder the above conditions would no longer need to provide the Corps of Erngineers or the Tennessee Valley Atithority with an individual certification.
The state s gencrul pennits expire June 30, 2010 and the NWPs are set to expire on March 18,. 2012. The state reserves the right to modify or revoke this certification should the expiration or reissuance of'gcneral pennits substantively affect its application.
