Request for Approval of the Sequoyah Nuclear Plant Cyber Security Plan - Supplement
Reference:
Letter from TVA to NRC, "Request for Approval of the Sequoyah Nuclear Plant Cyber Security Plan," dated November 23, 2009 In accordance with 10 CFR 50.90, "Application for amendment of license, construction permit, or early site permit," on November 23, 2009, the Tennessee Valley Authority (TVA) submitted the referenced letter which requested an amendment to Facility Operating License Nos. DPR-77 and DPR-79 for Sequoyah Nuclear Plant (SQN)
Units 1 and 2, respectively.
Subsequent to the submittal, TVA discovered errors in the letter that was transmitted to NRC. The error occurred during collation of the pages during the copying and distribution of the SQN letter. Two pages from TVA's Browns Ferry Nuclear Plant (BFN) Cyber Security Plan submittal were inadvertently substituted into the SQN submittal letter. The errors are editorial in nature and occurred only in the transmittal letter. All enclosures and attachments are the correct (i.e., SQN) enclosures and attachments.
The following is a list of the errors and the correct information.

U.S. Nuclear Regulatory Commission Page 2 December 11, 2009 The first paragraph of Page 2 is an inadvertent repetition of the last paragraph on Page 1.
Page 2, Paragraph 2 incorrectly indicates that Attachment 1 and Attachment 2 provide amended pages from the BFN Unit 1, 2, and 3 Facility Operating Licenses. The paragraph should correctly read:
"Enclosure 1 provides an evaluation of the proposed change. Enclosure 1 also contains the following attachments:
- Attachment 1 provides the existing Facility Operating License pages marked up to show the proposed change for SQN Units 1 and 2.
- Attachment 2 provides the proposed Facility Operating License changes in final typed format for SQN Units 1 and 2."
Page 2, Paragraph 3, incorrectly indicates that Enclosure 2 provides a copy of the BFN Cyber Security Plan Implementation Schedule. It also indicates that the implementation of the BFN Cyber Security Plan will be in accordance with the enclosed schedule. The paragraph should read:
"Enclosure 2 provides a copy of the Sequoyah Nuclear Plant Cyber Security Plan Implementation Schedule. Implementation of the Sequoyah Nuclear Plant Cyber Security Plan will be in accordance with this implementation schedule."
Page 2, Paragraph 4, first sentence incorrectly indicates that Enclosure 3 provides a copy of the BFN Cyber Security Plan and that it will be incorporated by reference into the BFN Physical Security Plan upon approval. The sentence should read:
"Enclosure 3 provides a copy of the Sequoyah Nuclear Plant Cyber Security Plan which is a standalone document that will be incorporated by reference into the Sequoyah Nuclear Plant Physical Security Plan upon approval."
Page 2, Paragraph 5, incorrectly indicates that a copy of the submittal was sent to the designated Alabama state official. This should correctly read:
"In accordance with 10 CFR 50.91 (b)(1), TVA is sending a copy of this letter, with Enclosure 1, to the designated Tennessee state official.
U.S. Nuclear Regulatory Commission Page 3 December 11, 2009 Additionally, on Page 3, the list of enclosures erroneously indicates that Enclosures 2 and 3 of the submittal contain the BFN Cyber Security Plan Implementation Schedule and the BFN Cyber Security Plan, respectively. The list of Enclosures should read:
"Enclosure 2: Sequoyah Nuclear Plant Cyber Security Plan Implementation Schedule Enclosure 3: Sequoyah Nuclear Plant Cyber Security Plan" Finally, the list of recipients incorrectly lists the NRC Senior Resident Inspector for Browns Ferry Nuclear Plant and the State Health Officer from the Alabama Department of Public Health. Instead, the recipients should be the NRC Senior Resident Inspector - Sequoyah Nuclear Plant, and the Director, Division of Radiological Health - State of Tennessee.
