NASA PLUM BROOK REACTOR FACILITY MASTER INSPECTION PLAN - FISCAL YEAR 2010
Dear Dr. Whitlow:
In accordance with the U.S. Nuclear Regulatory Commission (NRC) Inspection Manual, Chapter 2545, Research and Test Reactor Inspection Program, the NRC Region III staff and management have developed a Master Inspection Plan (MIP) for the Plum Brook Reactor. The plan is based on your current performance and schedule of significant decommissioning activities planned for the site for fiscal year (FY) 2010, which is from October 2009 through September 2010. The plan outlines how we intend to focus our regional inspection resources to address significant ongoing decommissioning activities.
Because the FY 2010 MIP is based, in part, on your proposed schedule of significant decommissioning activities for FY 2010, the plan and the focus of NRC inspection activities may change to reflect a change in your planned decommissioning activities or your performance. In order to ensure that the FY 2010 MIP remains current, we request that you keep the Materials Control, ISFSI, and Decommissioning Branch staff informed of any significant changes in your proposed schedule of decommissioning activities. You will be informed of any significant changes to the Plum Brook Reactor FY 2010 MIP.
We currently project the region will conduct three inspections at the Plum Brook Reactor during FY 2010. We are planning an inspection to coincide with the decontamination and final status surveys related to the containment building and hot lab. Another is planned to coincide with final status surveys associated with the retention basins. The third is planned to coincide with work and final status surveys of the Plum Brook and remaining open land areas. Additional inspections may be warranted, depending on decommissioning activities. The following is a list of the inspection procedures we expect to use during our inspections. The specific procedures used during each inspection will depend on the specific decommissioning activities being conducted.
