I found two references with information about juvenile (young-of-the-year) summer flounder size range in the Chesapeake Bay.
Lippson, Haire, Holland, Jacobs, Jensen, Moran-Johnson, Polgar & Richkus.
1978. Environmental Atlas of the Potomac Estuary. Martin Marietta Corp., /Prep. for/: Power Plant Siting Program, MD Department of Natural Resources.
Juvenile summer flounder occur in the lower Potomac River from April
- November, ranging in size from 8 - 25 cm total length.
The lower Potomac is relatively close to Cove Point, and I would expect juvenile flounder to be about the same in size range near the Calvert Cliffs plant.

Sampling from several sites within the lower Bay (on the Eastern Shore (Bay & Ocean side), lower York River estuary), observed YOY summer flounder ranging from 1.1 - 28.5 cm total length. Flounder exceeding 2 cm total length were most common from June - September. I would anticipate that YOY flounder first reach Calvert Co. shoreline in the spring, and would exceed 2 cm TL by that time.
