dated October 23, 2009 By letter dated July 18, 2009 (Ref. 1), the Tennessee Valley Authority (TVA) submitted a Technical Specifications (TS) change request t&revise the Browns Ferry Nuclear Plant, Unit 1, Safety Limit Minimum Critical Power Rati (SLMCPR) values to incorporate the results of the SLMCPR analysis performed based on Extended Power Uprate (EPU) conditions for Unit 1 Cycle 8. By letter dated October 23, 2009 (Ref. 2), the TVA submitted TS change request TS-467 to allow utilization of AREVA NP fuel and associated analysis methodologies. TS-467 also includes proposed changes to the Unit 1 SLMCPR values that incorporate the results of the Unit 1 Cycle 9 SLMCPR analysis performed based on EPU conditions. Due to delays in the EPU review for the Browns Ferry Nuclear Plant, approval and impl`mentation of EPU for Unit 1 is not expected to occur during Unit 1 Cycle 8. The proposed changes in TS-467, associated with SLMCPR values, supersede the SLMCPIRchanges proposed in TS-446.

Accordingly, the TVA is withdrawing TS change, request TS-446.
