VIRGIL C. SUMMER NUCLEAR STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION REGARDING EMERGENCY PREPAREDNESS EXERCISE (TAC NO. ME2400)
Dear Mr. Archie:
On October 15, 2009, South Carolina Electric & Gas Company (SCE&G) requested approval of a temporary one-time exemption from the requirements of Title 10 of the Code of Federal Regulations, (10 CFR) Part 50, Appendix E,Section IV.F.2.b, that would allow postponement of the onsite portion of the emergency planning biennial exercise for the Virgil C. Summer Nuclear Station from October 2009 until April 21, 2010. We have reviewed your request and have identified a need for additional information (RAI) as follows.
- 1.
In accordance with 10 CFR 50.12(a)(2), please provide further justification that special circumstances are present, e.g., exercise scenario is compromised and a new scenario will need to be developed, personnel are not available, etc as applicable.
- 2.
Attachment I, page 2 of 3, states, "...a plant trip occurred on October 5,2009...." Is this an accurate statement?
- 3.
Attachment II provides a listing of training drills performed; please provide further discussion relative to whether these training drills tested the integrated capability and major functions of the emergency plan.
We discussed these RAls with your staff on October 22,2009. Please provide a response within thirty (30) days of the date of this letter.
