(ENO) is issuing this letter to provide the Nuclear Regulatory Commission (NRC) with corrected information associated with a Notice of Enforcement Discretion 09-3-002.
On October 1,2009, a teleconference was conducted between ENO and the NRC, in which ENO requested the NRC to exercise enforcement discretion from compliance with the requirements of Technical Specification (TS) 3.7.8 Required Action A.1. ENO requested enforcement discretion for a period not to exceed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to complete repairs and post-maintenance testing of service water pump P-7C.
The NRC verbally granted the request (reference NOED number 09-3-002). The written Request for Enforcement Discretion was submitted on October 5, 2009. Within the request, and during the teleconference, Palisades Nuclear Plant (PNP) staff discussed "independent verification" of the hardness testing of the replacement couplings. Upon further investigation, it has been determined that this independent verification did not occur prior to coupling installation.
ENO has entered this issue into the corrective action program and is working with the vendor to determine why the independent verification was not performed as required.
Follow-up information concerning this issue will be provided to the PNP Resident Inspectors.
