Enclosed is a copy of amendments to Part 71, Title 10, Code of Federal Regula-tions, "Packaging of Radioactive Material for Transport".
These amendments were published in the FEDERAL REGISTER on November 26, 1968, and are to be effective December 31, 1968, with compliance authorized on and after the publication date.
The purpose of these amendments is to conform Part 71 to the revision of the Department of Transportation regulations which were publised in the FEDERAL REGISTER on October 4, 1968.
With respect to Fissile Class II shipments we wish to call to your attention the change from-a limit of 40 radiation units to a maximum transport index of 50 in a single vehicle or storage area.
To implement this change, Section 71.14ý amends all licenses which were in effect on October 4, 1968 by increasing the minimum number to be placed on each Fissile Class II package by a factor of 1.25 and changing the term "radiation unit" to "transport index" whenever used in the license.
If the new number exceeds 10, the maximum allowed on a single package, and continued use of the package as Fissile Class II is desired, a determination of the "transport index" should be made in accordance with the criteria in Section 71.39 and a license amendment requested.
Please make the necessary changes in your records and procedures.
License amendments in effect on October 4, 1968 will be revised to reflect the above change upon renewal or amendment.
License amendments issued after October 4, 1968 authorizing Fissile Class II shipments are based on a "transport index" of 50.
