FINAL SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2
Dear Mr. Schimmel:
By letter dated April 11, 2008, Nuclear Management Company, LLC (NMC), (now known as Northern States Power Company, Minnesota (NSPM)), submitted, for the U.S. Nuclear Regulatory Commissions (NRC or staff) review, an application to renew the Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2, operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff determined that the LRA was complete and acceptable for docketing on June 17, 2008.
Since that time, the staff has reviewed the PINGP LRA, issued requests for additional information (RAIs), reviewed the applicants responses to the staffs RAIs, developed a safety evaluation report (SER) with open items, and reviewed the applicants comments on the SER with open items. The SER with open items was discussed at an Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting on July 7, 2009. On the basis of this review, the staff has developed the enclosed SER to document its findings associated with the safety review of the LRA and supporting documentation for PINGP.
This SER is scheduled to be discussed at the December, 2009, ACRS full committee meeting.
