STP Nuclear Operating Company (STPNOC) hereby withdraws the referenced proposed amendment to South Texas Project Unit I Operating License NPF-76 and the Unit 2 Operating License NPF-80. The proposed amendment would have:

  • Added a note to the required action for an inoperable control room envelope boundary to clarify that the boundary is not a required system, subsystem, train, component, or device that depends on a diesel generator as a source of emergency power, and
  • Revised the application of Risk-Managed Technical Specifications (RMTS) by using a bounding analysis to apply the Configuration Risk Management Program (CRMP) to the dose mitigation function for Technical Specification (TS) 3.7.7.

RMTS is currently approved for application of the cooling function to TS 3.7.7. However, the application of RMTS to the cooling function is currently administratively restricted to one inoperable train of the Control Room Makeup and Cleanup Filtration Systems following discovery that the dose mitigation function has some dependency on the cooling capability.

NOC-AE-09002459 Page 2 During the review of the STPNOC application for acceptability, the Nuclear Regulatory Commission staff informed STPNOC that the RMTS can not be applied in the manner intended in the proposed amendment. STPNOC plans to review other options for resolving the issues regarding application of RMTS to TS 3.7.7 and resubmit another license amendment request at a later date.
