TRANSITION TO DEFERRED STATUS - NRC INSPECTION REPORT

Dear Mr. Bhatnagar:

The purpose of this letter is to notify you that the U.S. Nuclear Regulatory Commission (NRC)

Region II staff will conduct an inspection at your Bellefonte Nuclear Plant (BLN) during the week

of October 19-23, 2009. The inspection objective will be to gather the information necessary for

the NRC to determine the readiness of the BLN to transition to deferred plant status. The

inspection team will be led by James Baptist, a Senior Construction Project Inspector from the

NRC's Region II Office. This inspection will primarily be conducted in accordance with the

construction inspection procedure (IP) 92050, Review of Quality Assurance for Extended

Construction Inspection; however, other IPs will also need to be utilized due to the unique

nature of this inspection effort.

Specifically, the inspection will evaluate the adequacy and implementation of the BLN Quality

Assurance (QA) plan including, but not limited to, QA organization, procedure quality, corrective

action program, and document control. Additionally, inspection effort will focus on the BLN

maintenance and preservation activities, associated with protecting plant assets, and access

controls of the facility.

During a conversation on September 24, 2009, Mr. J. Baptist confirmed with Ms. A. Sterdis of

your staff, arrangements for gathering information needed to support preparation for the

inspection and the one-week onsite inspection. The schedule is as follows:

Initial information request: Week of September 21-25, 2009.

Onsite Inspection: Week of October 19-23, 2009.

The purpose of the initial information request is to meet with members of your staff to identify

the current status of on-site programs and activities. Information and documentation needed to

support the inspection will also be identified.

The enclosure lists documents and other information that will be needed prior to the on-site

inspection. Please contact Mr. Baptist with any questions your staff may have while preparing

the material listed in the enclosure and provide the referenced information to the Region II office

by October 9, 2009. The inspectors will try to minimize your administrative burden by

specifically identifying only those documents required for the inspection preparation.

During the initial information request, the team leader will also discuss the following inspection

support administrative details: office space; arrangements for site access; and the availability of

knowledgeable plant personnel to serve as points of contact during the inspection.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its

enclosure will be available electronically for public inspection in the NRC Public Document

Room or from the Publicly Available Records (PARS) component of NRC's document system

(ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-

INFORMATION REQUEST FOR BELLEFONTE DEFERRED STATUS INSPECTION -

PRELIMINARY QUESTIONS

Outside of the preservation and maintenance activities that have been resumed and

aimed at protecting plant assets, are there any other preservation and maintenance

activities being performed at the site? Describe any differences between preventative

maintenance and layup activities and asset preservation activities. Provide examples

of each.

Does documentation exist that highlights the delta between programs and procedures of

preservation and maintenance activities in place before CP termination and those that

have been recently implemented? If yes, please provide.

Does TVA have a matrix or other means that cross-referenced Policy Statement

provisions to TVA programs/procedures/activities? If so, please provide a copy.

Reg Guides 1.58 and 1.88 were mentioned in TVA lettepr dated August 10, 2009;

however, these Reg Guides were withdrawn on 7/31/91. Is TVA taking any other

actions/ following other guidance documents because these RGs are not available?

Does TVA have a FFD program in place for Bellefonte? If so, what are the program

controls and who is covered under the program?

Describe any initiatives to improve plant records and the cause for any initiatives.

Provide plans TVA developed to resolve hardware and records issues resulting from the

lapse in QA oversight during the period when the CPs were withdrawn and TVA began

an investment recovery program.

Describe current condition and accuracy of the ECM&D database. Include future plans if

applicable.

Describe the additional planned activities to address plant-wide configuration control as

well as the re-establishment of required design qualifications for plant SSCs
