SUMMARY

OF AUGUST 26,2009, PRE-SUBMITTAL MEETING TO DISCUSS PROPOSED ALTERNATE SOURCE TERM LICENSE AMENDMENT (TAC NOS. ME1756 AND ME1757)

On August 26, 2009, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for the licensee to inform the NRC staff of its plans to submit an alternate source term (AST) license amendment request and to solicit feedback from the staff. The licensee stated that its reason for adopting AST was to provide margin for the eventual planned implementation of Extended Power Uprate and to standardize the dose analysis methodology with current industry practices.

A notice for this meeting was issued on August 6, 2009, and is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML092100548. The licensee's presentation can be found at ADAMS Accession No. ML092400169.

The licensee's presentation to the NRC staff focused on the following areas:

• Scope of implementation

• Plant description

• Specific aspects of the analyses

• Preliminary results of analyses

• Overview of licensing basis changes

• Submittal content

• Schedule The staff queried the licensee about its pending submittal, and provided feedback on some of the necessary elements to be addressed in the AST application to make the submittal more complete.

The licensee stated that the AST amendment request is expected to be submitted to the NRC for review in October, 2009.
