Dear Mr. Kalman:
This letter is written in response to Mr. Dave Fauver's question concerning residual radiological contamination, namely Plutonium, on the MOFF Plant concrete rubble released and used for erosion control during the meeting with NRC staff at the White Flint Headquarters on March 25, 1998.
All concrete removed from inside the MOFF Plant before license ielease was done for the purpose of gaining access to sub-surface areas. Before concrete removal was initiated all accessible surfaces were prepared for survey (paint and/or Carboline coating removed) and a 100% area alpha survey and a low energy gamma scan was performed. The MOFF Plant radiological release limits were <20 dpm/100 cm2 alpha smearable, 100 dpmr/00 cm2 average alpha fixed, -and 300 dpm/100 cm 2 maximum alpha fixed, with the 100 dpm/100 cm 2 average alpha being applied to any square meter of concrete. However, if concrete survey results identified any areas of fixed alpha contamination Ž 50 dpm/ 100 cm 2 alpha, or any low energy gamma scan results above background levels, or smearable alpha contamination above background, the concrete was packaged as LSA waste for off-site disposal.
Typical release instrumentation used for these release surveys were the Ludlum 2220 countrate meter with a Ludlum 43-68 gas flow alpha detector and a Ludlum 2220 with a Ludlum 44-17 low energy gamma detector calibrated with an Am-241 source.

2 Mr. Virgil Richards, Cimarron Facility Assistant Site Manager, and Mr. W.A. Rogers were the Decon Supervisors at the MOFF Plant during the time all concrete was removed at the MOFF Plant. Mr.
Rogers supervised the release survey crew, which included Health Physics Staff and qualified decon operators throughout the decommissioning activities. Rigorous scrutiny ensured that all suspect concrete possibly containing Plutonium was shipped off-site to a licensed disposal facility.
