VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 September II, 2009 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Serial No.
09-423A NLOS/GDM RO Docket Nos. 50-280/281 License Nos. DPR-32/37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION NRC GENERIC LETTER 2004-02 POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY RECIRCULATION DURING DESIGN BASIS ACCIDENTS AT PRESSURIZED-WATER REACTORS REQUEST FOR SUBMITTAL SCHEDULE EXTENSION In a letter dated June 18, 2009, the Nuclear Regulatory Commission (NRC) transmitted a request for additional information (RAI) regarding Dominion's previous responses to GL 2004-02 for Surry Units 1 and 2.
The RAI also requested Dominion to provide a safety case describing how the measures credited in the Surry licensing basis demonstrate compliance with the applicable regulations as discussed in GL 2004-02.
Dominion has completed its response to the RAI questions.
However, preparation of the safety case requested by the NRC in support of the RAI response is still being developed.
While we believe the safety case has, to a large extent, been made in previous correspondence, aggregation of information and integration into an explicit response has not been accomplished.
Accordingly, Dominion respectfully requests a 30-day extension to ensure that the prepared safety case contains sufficient scope and rigor to adequately satisfy the NRC's expectations in this area and to complete the GL 2004-02 response effort for Surry Power Station, with the exception of the outstanding downstream fuel effects issue.
Should you have any questions or require additional information, please contact Mr. Gary D. Miller at (804) 273-2771.
Sincerely, L. N. Hartz Vice-President - Nuclear Support Services Commitments made in this correspondence: None
