April 2 , 2009 Mr. Larry W. Camper Director, Division of Waste Management and Environmental Protection Nuclear Regulatory Commission 11545 Rockville Pike Room 8F2 Mail Stop 8F5 Rockville, MD 20852

Dear Mr. Camper,

As a field representative for Preservation Pennsylvania I was asked to assist with the issue at Fricks Lock, a canal village located along the former Schuylkill Canal in East Coventry Township, Chester County, Pennsylvania. Representatives from the Pennsylvania Historical and Museum Commission, Chester County Parks and Recreation, and the township have asked for assistance. The village is owned entirely by Exelon Corp. due to its location in the Exclusion Zone of the Limerick Nuclear Power Plant. The village was listed on the National Register in 2003.

The main problem with the historic village is neglect and the threat of demolition of buildings by Exelon Corp.

I was wondering what environmental reviews occurred when the Limerick Nuclear Power Plant was licensed in the 1980s, including compliance with the Regulations to Protect Historic Properties under Section 106 of the National Historic Preservation Act (36 CFR 800). It seems to me that an adverse effect to the historic property is occurring and needs to be mitigated under these regulations.

I have enclosed copies of photographs of the current condition of the village and a letter from PHMC resulting from a recent site visit. If you have questions I can be reached at dkimmerly@preservationpa.org , { redacted per 10 CFR 2.390} or by mail at my home office { redacted per 10 CFR 2.390}.

Sincerely, David Kimmerly Field Representative Preservation Pennsylvania cc: Dr. John Eddins, Advisory Council for Historic Preservation
