Dear Sirs:
Pursuant to activities authorized by the referenced NRC licenses, GE Hitachi hereby submits an updated decommissioning closure plan and cost estimate for the GE Vallecitos Facility in the attachments to this letter.
I am requesting the decommissioning closure plan and cost estimate provided in Attachment 1 be withheld from public disclosure pursuant to 10 CFR 2.390 and 9.17 as described in the enclosed Affidavit because it contains confidential commercial and financial information. A non-proprietary version of the cost estimate is also attached as attachment 2.

AFFIDAVIT I, Scott P. Murray, Manager Licensing & Liabilities, GE Hitachi, do hereby affirm and state:
- 1.
I am authorized to execute this affidavit on behalf of GE Hitachi (GEH).
- 2.
GEH is providing information in order to respond to an NRC regulatory requirement. The information being provided contains proprietary trade secrets and commercial information that should be held in confidence by the NRC pursuant to the policy reflected in 10 CFR 55 2.390(b) because:
- i.
This information is and has been held in confidence by GEH.
ii.
This information is of a type that is customarily held in confidence by GEH and there is a rational basis for doing so because the information contains sensitive proprietary trade secret and commercial information.
iii.
This information is being transmitted to the NRC voluntarily and in confidence.
iv.
This information is not available in public sources and could not be gathered readily from other publicly available information.
- v.
Public disclosure of this information would create substantial harm to the competitive position of GEH by disclosing its internal proprietary and commercial information.

Accordingly, GEH requests that the information provided in Attachment 1 to this letter be withheld from public disclosure pursuant to the policy reflected in 10 CFR 33 2.390(b).
