Dear President Lacoste:
On behalf of the Nuclear Regulatory Commission (NRC), I want to thank you for your May 25, 2009, letter to Chairman Jaczko acknowledging the efforts of NRC staff to facilitate observation of the April 7, 2009, emergency preparedness exercise at the Comanche Peak Station by inspectors from the French Nuclear Safety Authority. I agree that these exchanges provide a valuable opportunity to share knowledge and identify good practices to further enhance and standardize emergency preparedness plans and practices internationally.
I appreciate and accept your offer for the NRC staff to continue this exchange by observing a future national exercise involving a French nuclear installation.
As you may recall, evaluating the adequacy of emergency response plans and preparedness associated with U.S. commercial nuclear power stations is a shared responsibility between the NRC and the Federal Emergency Management Agency (FEMA). I would suggest that the inclusion of FEMA representatives during the proposed national exercise visit would be beneficial. Chris Miller, Deputy Director for Emergency Preparedness, will serve as the NRC point of contact to coordinate this upcoming exercise exchange, and can be reached at Chris.Miller@nrc.gov or by telephone at (301) 415-0147.
