TRANSMITTAL OF TRAINING AND QUALIFICATION OF SECURITY PERSONNEL AT NUCLEAR POWER REACTOR FACILITIES REGULATORY GUIDE (RG 5.75)

The enclosed Regulatory Guide 5.75 (RG 5.75), Training and Qualification of Security Personnel at Nuclear Power Reactor Facilities (DG-5015) is being transmitted to the Division of Engineering, Regulatory Guide Development Branch, in the Office of Nuclear Regulatory Research (RES) for review, processing, and to obtain the necessary approvals to finalize and publish the final regulatory guide. RG 5.75 is a new regulatory guide in support of the amended security regulation, Title 10 of the Code of Federal Regulations Part 73.55, issued March 27, 2009, with an effective date of May 26, 2009. The rulemaking establishes and updates generically applicable security requirements similar to those previously imposed by Commission orders issued after the terrorist attacks of September 11, 2001. This document provides guidance for providing training and qualification for personnel at nuclear power reactor facilities.

The RG 5.75 was developed in the Reactor Security Rulemaking and Licensing Branch. This Regulatory Guide was issued for public comment in January 2008, and the final draft addresses the comments received. The responses to the comments received are enclosed. In addition, several public meetings with stakeholders were conducted to understand the comments, and where possible achieve resolution. This process of interaction has resulted in significant changes to the final regulatory guide. Therefore, a red-line, strike-out, copy of the draft guide has not been provided. The Regulatory Guide has undergone technical editing and appropriate changes have been incorporated. The Office of Nuclear Security and Incident Response (NSIR) note that this guidance is relevant to security activities/personnel only and therefore request concurrence from NSIRs Division of Security Policy, Division of Security Oversight, and from the Office of the General Counsel.
