TRANSMITTAL OF MANAGING THE SAFETY/SECURITY INTERFACE REGULATORY GUIDE (RG 5.74)
The enclosed Regulatory Guide 5.74 (RG 5.74), Managing the Safety/Security Interface (DG-5021) is being transmitted to the Division of Engineering, Regulatory Guide Development Branch, in the Office of Nuclear Regulatory Research (RES) for review, processing, and to obtain the necessary approvals to finalize and publish the final regulatory guide. The full Advisory Committee on Reactor Safety (ACRS) reviewed the guide in February 2009.
Subsequently, the Executive Director for Operations received a letter endorsing publication of this document as a final regulatory guide. RG 5.74 is a new regulatory guide in support of the amended security regulation, Title 10 of the Code of Federal Regulations, Part 73.55 (10 CFR 73.55), issued March 27, 2009, with an effective date of May 26, 2009. The intent of the rule is to ensure that any changes made at the site are concurred on by other entities of the site that may be affected. This document provides guidance for integrating a methodology for managing changes for both safety and security.
The RG 5.74 was developed in the Reactor Security Rulemaking and Licensing Branch. This Regulatory Guide was issued for public comment in September 2007, and the final draft addresses the comments received. The responses to the comments received are enclosed. In addition, several public meetings with stakeholders were conducted to understand the comments, and where possible achieve resolution. This process of interaction has resulted in significant changes to the final regulatory guides. Therefore, a red-line, strike-out, copy of the draft guide has not been provided. The Regulatory Guide has undergone technical editing and appropriate changes have been incorporated. The Office of Nuclear Security and Incident Response (NSIR) requests that RES obtain concurrence on this document from the Office of Nuclear Reactor Regulation and the Office of New Reactors prior to publication. NSIR received no legal objection from the Office of the General Counsel, subject to edits. Please contact the individuals listed below should there be any questions.
